Is your car a Fed car, or California car? What about the ECU?
I have a Fed car running a Fed ECU, and it passes California emissions. BUt I'm running stock injectors. My understanding is the difference between a CA ECU and Fed ECU is the exhaust temperature sensor. The CA ECU checks for it, the Fed does not. According to this post, you can run a Federal ECU in a CA car, but NOT a CA ECU in a Fed car.
